M4 Junctions 3 to 12 Smart Motorway scheme given development consent

The application for the M4 Junctions 4 to 12 Smart Motorway Scheme has been given development consent by the Department for Transport.Government Opportunities (GO)

The proposed smart motorway scheme will enable proactive management of the M4 carriageway, including slip roads and motorway to motorway intersections between junctions 3 (Hayes) and 12 (Theale) on this major section of motorway.

The application was submitted to the Planning Inspectorate for consideration on 30 March 2015 and accepted for examination on 27 April 2015. Following a six month examination during which the public, statutory consultees and interested parties were given the opportunity to give evidence to the Examining Authority, a recommendation was made to the Secretary of State for Transport on 3 June 2016.

The Planning Inspectorate is committed to giving local communities the opportunity of being involved in the examination of projects that may affect them. Local people, the local authority and other interested parties were able to participate in the 6 month long examination. More than 300 people made representations about the project. The Examining Authority listened and gave full consideration to local views before making their recommendation.

The decision, the recommendation made by the Examining Authority to the Secretary of State and the evidence considered by the Examining Authority in reaching its recommendation is publicly available on the National Infrastructure Planning website.

The Planning Inspectorate’s Chief Executive, Sarah Richards said:

“The decision announced today supports the recommendation made by the Planning Inspectorate and is the 11th application for a significant highway project to be examined.

To date, The Planning Inspectorate has examined 58 applications for nationally significant infrastructure projects, all within the statutory timescales laid down in the Planning Act 2008. This certainty of knowing when a decision will be made and following full consideration of public views, provides developers and investors with the confidence needed to plan the infrastructure improvements this country needs.”
