Attend this event and gain an understanding
of the OGC Gateway™ Process

The Office of Government Commerce (OGC) developed the OGC Gateway Process as part of the Modernisation Agenda, to support the delivery of improved public services.

The OGC GatewayTM Process examines programmes and projects at various key decision points throughout the lifecycle of delivery. The OGC Gateway Review is an independent peer review of the contract process, designed to ensure that, with the assistance of trained Gateway reviewers, organisations achieve cost-effective project delivery.

OGC Gateway™ Reviews are applicable to a wide range of projects, including:

  • Policy development and implementation
  • Organisational change and other change initiatives
  • Acquisition programmes and projects
  • Property/construction developments
  • IT-enabled business change
  • Procurements using or establishing framework arrangements

The process is mandatory in central civil government for procurement, IT-enabled and construction programmes and projects.

OGC Gateway™ Reviews do not form part of a contract’s approval process nor are they audits.

Undertaken with the assistance of trained Gateway reviewers, who bring their knowledge and skills to bear on the key issues that need to be addressed, OGC Gateway™ Reviews are based on well-established techniques, conducted on a confidential basis.

The OGC GatewayTM Review Team normally prepares its report using standardised techniques and normally agrees with the Senior Responsible Owner the “traffic light” assessment guidelines to be used in the report.

In general:

red This indicates that remedial action needs to be taken straight away to ensure a successful contract;
amber This indicates that recommendations have been given, in relation to the project, and that action should be taken prior to the next Review
green This indicates that the Review Team regards the project as being likely to succeed but they may indicate that there are some recommendations to be fulfilled.

The OGC Gateway™ Process looks at the readiness of projects to progress to the next phase at six key stages.

The six stages are:

  • Strategic Assessment
  • Business Justification
  • Procurement Strategy
  • Investment Decision
  • Readiness For Service
  • Benefits Evaluation
