JOHN McCLELLAND CBE |
John
has extensive experience across the private and public
sectors. He was Vice President of Worldwide Operations
for IBM’s personal computer company before joining
Digital Equipment Corporation in 1995 where he was a
Senior Vice President. He was also Global Chief Industrial
Officer and board member of Philips Consumer Electronics
and latterly President of 3Com's Business Networks Company.
John is Chair of the Scottish Further and Higher Education
Funding Council and Chair of Technology Ventures Scotland
Ltd. He was formerly Chair of the CBI’s Technology
and Innovation Committee. In 2006, John completed a
review of public sector procurement in Scotland on behalf
of the Scottish Executive (‘The McClelland Report’).
In 1994 Mr McClelland was awarded a CBE for his services
to industry and education. |
BRIAN
BAVERSTOCK
Chief Executive, APUC Ltd |
Brian
was appointed Chief Executive of APUC on 1 December
2006 on a two-year secondment from the Scottish Funding
Council (SFC). APUC is the Centre of Expertise
for universities and colleges and was set up in response
to the McClelland Review of Public Sector Procurement
in Scotland. The role of APUC is to stimulate,
lead and deliver advanced procurement in Scotland’s
universities and colleges. While at the SFC, he had
lead responsibility for procurement policy and represented
the Council in the UK Higher Education Procurement Strategy
Group. Before joining the higher and further education
sectors, Brian held a number of senior posts in the
Scottish Executive (now the Scottish Government), with
responsibilities ranging from market testing and outsourcing
to the strategic management of Executive Agencies and
Non-Departmental Public Bodies. |
CLAIRE
DUNNING
President, Glasgow Chamber of
Commerce
Managing Director, Dunning Design Ltd |
A
chartered designer and marketer with 20 years of business
experience, Claire Dunning is the founder and Managing
Director of Dunning Design Ltd, an award-winning Glasgow-based
design and brand strategy agency established in 1996.
Elected Council Director of the Glasgow Chamber of Commerce
in 2002 – the largest Chamber in Scotland and the
oldest in the English-speaking world – Claire progressed
to Board Director in 2004 and was elected President in
January 2008. Claire is also a member of the Board of
the Scottish Chambers of Commerce. Claire is passionate
about providing the right kind of support to new and growing
businesses through her work with the Scottish Chamber’s
SME Issues Group. An avid supporter of Glasgow's Enterprising
Schools Initiative, Claire works with local schools, providing
advice and support to encourage pupils and foster entrepreneurial
spirit. Passionate about training and development, Claire
has written and presented branding workshops for clients.
She also researched and co-wrote the ‘How To….Write
Web Copy that Sells’ workshop, delivered through
the Glasgow Chamber of Commerce. Claire also led Dunning
Design to achieve Investors in People (IIP) accreditation
in March 2005. The positive results gained from IIP accreditation
have led to Claire being appointed as an advocate for
Investors in People Scotland. Claire has considerable
experience in corporate communications, public speaking
and dealing with the media, both within the design and
creative industries and through her experience in representing
the Glasgow Chamber at a range of civic and business events. |
DEREK
CASEY
Interim Chief Executive, Glasgow
2014 Commonwealth Games |
Derek
is the Glasgow 2014 Commonwealth Games Bid Director
and was responsible for coordinating all the efforts
behind the city's drive to win the Games. Formerly Chief
Executive of the UK Sports Council and Sport England,
he had responsibility for the establishment and bedding
in of the Sports Lottery Fund in the UK. Leading up
to the Sydney Olympics and the Manchester Commonwealth
Games, he oversaw the development of the World Class
Support Programmes for English and British sportsmen
and sportswomen. Derek has held numerous international
offices, including Chair of the Council of Europe's
Committee for the Development of Sport. He advises on
sports development in several countries, particularly
in Africa and Eastern Europe, and is Chair of the World
Leisure Organisation. |
DOROTHY
COWIE
Project Director, Scotland Excel |
Dorothy
was appointed in October 2006 as the Director of the
authorities buying consortium (abc) which was established
in 1996 as a purchasing agency for 12 Scottish local
authorities. abc now buys on behalf of the 12 original
member councils, four associate member councils and
over 150 other organisations in the public and voluntary
sectors. Dorothy is also the Project Director of the
Scotland Excel project which aims to create a Centre
of Procurement Expertise for all 32 local authorities
in Scotland. Prior to joining abc Dorothy was the UK
Procurement Director for Scottish Power, where she was
responsible for leading a team of 51 procurement staff
in developing and implementing appropriate procurement
strategies and commercial frameworks for the Group's
spend of some £800 million per annum. |

IAIN
McKIE
Corporate Procurement Manager,
Renfrewshire Council |
Iain
began his career in the MoD as a packaging designer
in Glasgow for items such as periscopes and rangefinders.
He then progressed into the private sector, working
in design, customer support and job costing for Waddingtons
Packaging. This led to a packaging technologist post
within William Grants, where he sourced and costed products
from across Europe. He then worked for five years in
OKI as a commodity manager and, more recently, for four
years as materials manager at Mitsubishi Air Conditioning,
where he was responsible for the procurement and materials-handling
of supplies and services from around the world. After
a two-year stint in Ireland as an operations manager,
Iain has now returned to Scotland and works for Renfrewshire
Council as its Corporate Procurement Manager. |
PAUL
McNULTY
Head of Procurement Policy, Scottish
Procurement Directorate |
Paul
joined the Scottish Executive in 1998 as head of its
Procurement Policy Branch from the then HM Treasury
(now part of OGC) Procurement Policy Unit. Since the
early 1990s he has been heavily involved in work on
UK/Scottish procurement policy issues and on European/international
procurement rules, handling European Commission infraction
cases, attending the Commission’s Advisory Committee
on Public Contracts (for both HM Treasury and the Scottish
Executive), attending various Commission Working Groups
and providing advice and guidance to clients. |

GRAHAM
PROUDFOOT
North
Lanarkshire Council |
| Graham
has over 20 years’ experience of the public sector
in Scotland. With extensive experience in both management
services and procurement roles, he specialises in project
and change management and supporting major capital investment
projects. Graham joined North Lanarkshire Council in
August 2006. He is responsible for leading a team of
nine procurement staff in developing and implementing
appropriate procurement strategies, streamlining the
purchase-to-pay process, building procurement capacity
and deploying e-procurement solutions in support of
the Council’s spend of some £400 million
per annum. Graham has a particular interest in opening
up tendering opportunities and encouraging greater participation
by SMEs and the voluntary and community sector in the
successful delivery of service contracts. |
ANDY
SCOTT
Business Relationship Manager, Scotland Excel. |
| Andy
joined Scotland Excel on 1 October 2007 following a
27 year career with National Australia Group (originally
Clydesdale Bank). Andy’s main objective is to
set the strategy for both Customer and Supplier Relationship
Management within Scotland Excel. For 12 of the last
13 years Andy has worked within the procurement division
of the bank until it was outsourced in 2006. His duties
covered a range of procurement roles including buyer,
e-Procurement, Supplier Management and Relationship
Management. This has led to him working closely with
companies such as IBM, BT and Accenture amongst others. |
PAULINE
WILKIE
Senior Project Development Officer,
Supplier Development Programme |
Pauline
ran her own successful retail business for six years,
selling outdoor clothing and equipment specialising
in the travel market. During this time, the business
won several awards, including awards from Shell LiveWIRE
and the Royal Bank of Scotland. She joined Glasgow City
Council to develop the Women Into Enterprise programme
– a pioneering joint initiative with several organisations
delivering advice and support to women-owned businesses
at all stages of their development. Her current role
within the Supplier Development Programme is to deliver
a comprehensive programme of support, which aims to
help all businesses improve their performance in winning
contracts with Scottish public sector organisations
through providing information and news and delivering
events and workshops. |
