'Framework Agreement' is a general term for an agreement with suppliers which sets out terms and conditions under which specific purchases can be made. Framework Agreements place no obligations on procurers to buy anything.

The purpose of a Framework Agreement is to establish the terms governing contracts to be awarded during a given period, in particular with regard to price and quantity. 

The benefit of a Framework for participating authorities is that they are not tied to the agreement; they are free to use the Framework when it provides value for money.

Buyers using Framework Agreements need to ensure that they follow the methodology set down for the agreement. This means that they do not need to advertise their requirement, nor undertake a lengthy selection and award process.

This seminar will examine the many factors which need to be considered when creating or buying through a Framework, as well as the possible implications of the new Remedies Directive when Frameworks are deemed ineffective.
