Jim Miller

Strategic Sourcing Director, National Procurement

Jim joined NHS Scotland in 2006 having previously held a number of positions in both the private and public sectors. He has held a number of senior procurement roles, ranging from facilities management as Director of Procurement with Alfred McAlpine Business Services to BAA, where he was Head of Supply Chain. . A member of the Chartered Institute of Purchasing and Supply, he is passionate about the role procurement has to offer in the development of both business success and public sector service improvements. As a Director in one of the ‘Centres of Expertise’ he has had direct involvement in the progress of procurement reform in Scotland.

Neil Argyle

PASS Consultant and former Director, NHS PASA

Neil has recently retired after a career spanning over 40 years in procurement, 31 of which were in the healthcare sector. After working in Trent and Oxford regions he became Divisional Supplies Manager in North West Thames in 1983, providing a procurement and logistics service to hospitals in Bedfordshire and Hertfordshire. In 1991 the Division merged into East Anglia Regional Health Authority and he was appointed Director of Purchasing. Shortly afterwards, NHS Supplies was formed and Neil became National Purchasing Executive for the medical category. When the NHS Purchasing and Supply Agency came into existence in 2000, Neil was appointed Director of Policy and Performance. His responsibilities included business planning, supplier relationships and communications, legal and procedural issues, the environment and emergency planning. In 2005 he was appointed Director of Pharmaceuticals, a position he held until taking retirement at the end of 2006.

Sharon De Sykes

Capital Projects Advisor, Health Facilities Scotland

Sharon joined Health Facilities Scotland (HFS) as a Capital Projects Advisor in January 2009. Her responsibilities include providing guidance to the NHSScotland Boards on the Frameworks Scotland procurement process. She assists in establishing the most appropriate application of both Principal Supply Chain Partners and Professional Services Advisors for their new build and refurbishment health facility projects. Sharon also assisted in the early stages of development of the Framework as an external consultant. Prior to joining HFS, Sharon worked as a project manager for Capita Symonds. She has also been a project manager for various projects within the public and private sectors and has been a member of the Royal Institution of Chartered Surveyors for a number of years.

Doug Flint

Sustainable Development Manager, Health Facilities Scotland

Doug joined Health Facilities Scotland (HFS) as Sustainable Development Manager in November 2007. His responsibilities include the Sustainable Development Strategy for NHSScotland and associated work on the Good Corporate Citizenship Assessment Model. He leads on waste management issues and the current carbon footprint work in NHSS, as well as ongoing development of Corporate GREENCODE to establish an effective EMS for NHSScotland. His remit also includes policy development, performance monitoring and reporting. In addition to the above, much of Doug’s time is increasingly taken up with two major strategic challenges of sustainable construction and sustainable procurement.Prior to joining HFS, Doug worked as the Environmental Strategy Officer for Perth & Kinross Council, where he championed a range of sustainability issues, including the mainstreaming of sustainability considerations in the Council’s PPP school build programme. He also co-led the Council’s involvement in the Carbon Trust’s Local Authority Carbon Management Programme.Previously, Doug was a senior environmental consultant in the private sector. He delivered Scotland’s first multi-agency catchment management plan (for Loch Leven), as well as working for DfID and VSO.

John McClelland

Owen Inglis Humphrey

eProcurement Systems Director, National Procurement

Owen joined NHSScotland in 2006 as part of the senior management team of National Procurement (NP), NHSScotland’s Centre of Procurement Expertise. In this role, Owen is responsible for most aspects of technology relating both to how NP operate and how staff across the service interact. Prior to joining NHSScotland, Owen spent a number of years working for BAA Airports Limited, firstly in strategic sourcing, looking at areas of IT expenditure, before taking responsibility for eProcurement. Owen sits on the Pan Public Sector Scotland Board, looking at the future of eProcurement and related Procurement Technologies, and also sits on the UK Group responsible for e-enabling supply chains across the health sector. He is a Member of the Chartered Institute of Purchasing and Supply (MCIPS).

John McClelland

John F McClelland CBE

John has extensive experience across the private and public sectors. He was Vice President of Worldwide Operations for IBM’s personal computer company before joining Digital Equipment Corporation in 1995 where he was a Senior Vice President. He was also Global Chief Industrial Officer and Board Member of Philips Consumer Electronics, and latterly President of 3Com’s business networks company. John is Chair of NQC Ltd and Chair of the Scottish Further and Higher Education Funding Council. He is also a former Chair of the Renfrewshire Enterprise Company. In 2006, John completed a review of public sector procurement in Scotland on behalf of the Scottish Executive. He is currently a Vice President of the Royal Society of Edinburgh. In 1994, John was awarded a CBE for his services to industry and education.
