This
event will help suppliers understand the PQQ process
and avoid the pitfalls it creates when shortlisting
for public sector tenders
Most
public sector bodies use the selective procedures of
the Public Contracts Regulations – restricted,
negotiated and competitive dialogue. These allow potential
suppliers to be shortlisted against pre-published criteria.
The process most commonly used is to issue a Pre-Qualification
Questionnaire (PQQ).
The
PQQ seeks to identify the attributes in tenderers that
most closely match the specification, so that the contract
resulting from the tender can demonstrate best value.
Not understanding the role of the PQQ and failing to
appreciate the importance of providing all the information
that it seeks will lead to elimination from the tender
process at an early stage, with no opportunity given
to make a formal bid.
The
pre-qualification process is in reality more critical
than most organisations appreciate.
Mistakes
and omissions at this time will result in organisations
being excluded from the opportunity to tender.
This
event is designed to provide suppliers with an insight
into the processes and methodologies used by the public
sector in formulating and evaluating pre-qualification
questionnaires.
Among
the many areas addressed will be added value, open book
accounting, sustainability and environmental issues,
and performance and monitoring.
Who
should attend?
Anyone
involved in preparing tenders for public sector contracts,
especially those who have a direct involvement in composing
Expressions of Interest, Pre-Qualification Questionnaires
and Tender Submissions, should attend this event.
Also,
anyone who supervises the tendering process will gain
an in-depth understanding of what their staff need to
know to achieve shortlisting.
