Authorities Buying Consortium
Authorities Buying Consortium (abc) is Scotland’s largest procurement agency, providing a cost-effective purchasing service to 16 local authorities in the country and about 150 other organisations in the public and charity/voluntary sectors.

Association of University Procurement Officers
Over the past twenty years, with much effort from dedicated members, the Association of University Procurement Officers (AUPO) has developed into the Professional Association that we know today with over 290 members in both the Higher and Further Education sectors, the vast majority of whom are now CIPS professionals. AUPO has maintained its role as a vehicle for the exchange of ideas, good practice and networking, seeking to promote the profession in the sector, and to represent its members on the many and various procurement agendas across and beyond the HE/FE sector.

Central Buying Consortium
Central Buying Consortium is the largest local authority purchasing consortium in the UK. The members of the CBC are the procurement departments of 17 local authorities, predominantly in the east and south east of England. The organisation exists to maximise the value to its members of the products which they purchase. This is achieved by working collaboratively with each other and with suppliers to enter into arrangements for more products and services to consolidate the requirements purchased by the member authorities.

Confederation of British Industry
The Confederation of British Industry's (CBI) mission is to help create and sustain the conditions in which businesses in the United Kingdom can compete and prosper for the benefit of all. CBI is the premier lobbying organisation for UK business on national and international issues. They work with the UK government, international legislators and policy-makers to help UK businesses compete effectively. CBI policy is decided by its members and senior professionals from all sectors and sizes of business are directly involved in the policy-making process. Chartered Institute of Purchasing & Supply (CIPS) is the leading international body representing purchasing and supply management professionals. It is the worldwide centre of excellence on purchasing and supply management issues. Centre for Procurement Performance
Centre for Procurement Performance (CPP) has been established by the Department for Education and Skills. It has been set up to promote more efficient procurement across the education, skills and children and families systems. Substantial efficiency savings on procurement can free up resources to improve frontline services. The CPP works regionally and nationally with key stakeholders to identify and exploit optimum procurement opportunities to help budget-holders deliver better value for money; budget-holders will retain control of money saved.

Department for Communities and Local Government (DCLG)'s vision is of prosperous and cohesive communities, offering a safe, healthy and sustainable environment for all. Department for Work and Pensions
Department for Work and Pensions (DWP) was established in June 2001 to promote opportunity and independence for all, help individuals achieve their potential through employment and work to end poverty in all its forms. The commercial function's aim is to deliver best value for money for the Department and ultimately the public sector. DWP is the largest-spending civil department with £4.3 billion per annum procurement expenditure or 29% of the total civil procurement.

Disposal Services Agency
Disposal Services Agency (DSA) provides a total managed disposal service for the MoD, wider public sector and industry. The Agency removes from its customers all the problems arising from the sale and disposal of surplus assets and the safe disposal of waste. It does this in conjunction with its partnering contractors.

Driver and Vehicle Licensing Agency
Driver and Vehicle Licensing Agency (DVLA) is an executive agency of the Department for Transport. The Agency is accountable to the Secretary of State and Ministers and, through them, to Parliament and the public, for efficient and effective management of the Agency and its responsibilities. Its primary aims are to facilitate road safety and general law enforcement by maintaining registers of drivers and vehicles, and to collect vehicle excise duty.

Eastern Shires Purchasing Organisation (ESPO) is a joint committee of local authorities and operates within the Local Government (Goods & Services) Act 1970. Health Care Supply Association
Health Care Supply Association is dedicated to promoting the role and importance of supplies staff in cost-efficient supply chain management. The Association has a formal constitution and works through a Council made up of representatives from each of its branches. It promotes the work of procurement and logistics staff working in health care at all levels. It also arranges training events and seminars, organises and sponsors educational and travel awards, and hosts and promotes a high-profile Annual Conference.

Improvement and Development Agency
Improvement and Development Agency (IDeA) works for local government improvement so that councils can serve people and places better. It also promotes the development of local government’s management and workforce. The IDeA advises councils on improving customer service and value for money and helps councils work through local partnerships to tackle difficult problems such as crime and poor public health. The IDeA is owned by the Local Government Association and belongs to local government.

International Council for Local Environmental Initiatives
The mission of International Council for Local Environmental Initiatives (ICLEI) is to build and serve a worldwide movement of local authorities to achieve tangible improvements in global environmental and sustainable development conditions through cumulative local actions. ICLEI’s Sustainable Procurement team carries out research and develops initiatives across Europe aimed at coordinating the purchasing power of public authorities and creating a cumulative demand, thereby increasing the competitiveness of greener products and services.

London Contracts & Supplies Group
In 1976 the Greater London Council (GLC), Inner London Education Authority (ILEA) and London Boroughs identified the need for a greater degree of coordination and joint action in purchasing and supply matters in Greater London. Recognition of the collective expertise and resources of the London Boroughs, the GLC and the ILEA, and the desirability of increased participation in the development of policy led to the creation of London Contracts and Supplies Group (LCSG). Collectively the use of joint contracts has already realised savings in the region of £2.25 million per annum across the participating Boroughs.

Proc-HE
Proc-HE is the body responsible for developing and implementing the procurement strategy for UK Higher Education. The Proc-HE vision is “working together to develop and promote efficient and effective procurement practices and procedures throughout higher education taking into account social, ethical and environmental issues”. This vision has been articulated into a Strategy and Implementation Plan that seeks to build upon the considerable good work being done in the sector in ways that will minimise duplication and waste of resources and maximise useful collaboration. The Proc-HE Secretariat, together with Procureweb (the sector's procurement community electronic database and
communications system), supports Proc-HE in delivering the Strategy.

Social Enterprises Coalition is the UK's national body for social enterprise.

Society of Procurement Officers in Local Government
Society of Procurement Officers in Local Government (SOPO) engages in a range of activities to promote its strategic purchasing, contracting and supplies functions. Representing over 2500 members, SOPO provides area networks and forums and produces guidance on best practice. Its aim is to advise local authorities throughout England, Wales, Scotland and Northern Ireland on all purchasing and supplies matters of national or general interest, and represent its members on other bodies to promote the Society and its aims.

Southern Universities Purchasing Consortium
With 44 Higher Education members and 28 Further Education members, Southern Universities Purchasing Consortium (SUPC) is the largest university purchasing consortium in the UK. With continued support from its members, SUPC is dedicated to offering the benefits of outstanding cooperative procurement whilst raising the profile of professional procurement. Benefits to members include savings on purchase costs, consistent quality and greater bargaining power, as well as subsidised procurement training courses and excellent networking opportunities. Through collaboration with other university purchasing consortia, SUPC is able to offer its members access to over 200 Purchase Agreements.

Supply2.gov.uk is a dynamic new government-backed service designed specifically to give companies easy access to lower-value contract opportunities (typically worth under £100,000) offered by the public sector. The portal brings buyers and suppliers together for the first time and aims to be the first portal of call for lower-value business opportunities.

Vehicle & Operator Services Agency
Vehicle and Operator Services Agency (VOSA) is an executive agency of the Department for Transport formed in April 2003 from the merger of the Vehicle Inspectorate (VI) and the Traffic Area Network (TAN). VOSA’s aim is to contribute to the management of road safety by promoting and enforcing compliance with commercial operator licensing requirements. VOSA provides Heavy Goods Vehicle (HGV) testing and bus regulation services to drivers of commercial and public vehicles. It also approves authorised examiners for MOT testing centres delivering services directly to the public. In addition the Agency enforces operator licensing for commercial and public vehicles, provides educational and advisory services to drivers, supports independent Traffic Commissioners and plays a role in accident investigation through its Vehicle Safety Branch. VOSA operates from 23 area offices, 90 test centres for HGVs and a number of headquarter offices including Bristol and Swansea.

Welsh Assembly
National Assembly for Wales consists of 60 Assembly Members elected every four years. Forty of these are elected in constituencies using the first-past-the-post system; the other 20 are elected to represent the five regions of Wales. The Assembly is a devolved body that decides on its priorities and allocates the funds made available to it by the UK Government. Powers devolved to the Assembly include health, education, economic development, planning and culture. Within its powers, the Assembly develops policy and passes legislation affecting the people of Wales.

Welsh Health Supplies
Welsh Health Supplies (WHS) is part of the National Health Service within Wales and is a public sector not for profit making procurement organisation. It is part of the Bro Morgannwg NHS Trust. Its basic function is to provide a cost effective contracting service to NHS Wales through the establishment of value for money contracts for a range of commonly used products and services such as syringes, bandages, foodstuffs and drugs. In addition, it undertakes a range of specific procurement projects in support of the Welsh Assembly Government. Its other main function is the distribution of a range of consumable products to hospitals and health locations across the Principality. WHS in its current form emanated from an internal NHS Wales market test conducted in 1996 with WHS winning the market test exercise with an in-house bid.
