Authorities Buying Consortium (abc) is Scotland’s largest procurement
agency, providing a cost-effective purchasing service to 16 local authorities

Over the past twenty years, with much effort from dedicated members, the Association
of University Procurement Officers (AUPO) has developed into the Professional
Association that we know today with over 290 members in both the Higher and
Further Education sectors, the vast majority of whom are now CIPS professionals.
AUPO has maintained its role as a vehicle for the exchange of ideas, good

Buying Consortium
Central Buying Consortium is the largest local authority purchasing consortium
in the UK. The members of the CBC are the procurement departments of 17 local
authorities, predominantly in the east and south east of England. The organisation
exists to maximise the value to its members of the products which they purchase.
This is achieved by working collaboratively with each other and with suppliers
to enter into arrangements for more products and services to consolidate the
requirements purchased by the member authorities.

and Vehicle Licensing Agency
Driver and Vehicle Licensing Agency (DVLA) is an executive agency of the Department
for Transport. The Agency is accountable to the Secretary of State and Ministers

Care Supply Association
Health Care Supply Association is dedicated to promoting the role and importance

and Development Agency
Improvement and Development Agency (IDeA) works for local government improvement
so that councils can serve people and places better. It also promotes the
development of local government’s management and workforce. The IDeA
advises councils on improving customer service and value for money and helps
councils work through local partnerships to tackle difficult problems such
as crime and poor public health. The IDeA is owned by the Local Government
Association and belongs to local government.

Council for Local Environmental Initiatives
The mission of International Council for Local Environmental Initiatives (ICLEI)
is to build and serve a worldwide movement of local authorities to achieve
tangible improvements in global environmental and sustainable development
conditions through cumulative local actions. ICLEI’s Sustainable Procurement
team carries out research and develops initiatives across Europe aimed at

Contracts & Supplies Group
In 1976 the Greater London Council (GLC), Inner London Education Authority
(ILEA) and London Boroughs identified the need for a greater degree of coordination
and joint action in purchasing and supply matters in Greater London. Recognition
of the collective expertise and resources of the London Boroughs, the GLC
and the ILEA, and the desirability of increased participation in the development
of policy led to the creation of London Contracts and Supplies Group (LCSG).
Collectively the use of joint contracts has already realised savings in the
region of £2.25 million per annum across the participating Boroughs.

Proc-HE
Proc-HE is the body responsible for developing and implementing the procurement
strategy for UK Higher Education. The Proc-HE vision is “working together
to develop and promote efficient and effective procurement practices and procedures
throughout higher education taking into account social, ethical and environmental
issues”. This vision has been articulated into a Strategy and Implementation
Plan that seeks to build upon the considerable good work being done in the
sector in ways that will minimise duplication and waste of resources and maximise

of Procurement Officers in Local Government
Society of Procurement Officers in Local Government (SOPO) engages in a range
of activities to promote its strategic purchasing, contracting and supplies
functions. Representing over 2500 members, SOPO provides area networks and
forums and produces guidance on best practice. Its aim is to advise local
authorities throughout England, Wales, Scotland and Northern Ireland on all
purchasing and supplies matters of national or general interest, and represent
its members on other bodies to promote the Society and its aims.

Universities Purchasing Consortium
With 44 Higher Education members and 28 Further Education members, Southern
Universities Purchasing Consortium (SUPC) is the largest university purchasing
consortium in the UK. With continued support from its members, SUPC is dedicated
to offering the benefits of outstanding cooperative procurement whilst raising
the profile of professional procurement. Benefits to members include savings
on purchase costs, consistent quality and greater bargaining power, as well
as subsidised procurement training courses and excellent networking opportunities.

Supply2.gov.uk is a dynamic new government-backed service designed specifically
to give companies easy access to lower-value contract opportunities (typically
worth under £100,000) offered by the public sector. The portal brings
buyers and suppliers together for the first time and aims to be the first
portal of call for lower-value business opportunities.

Vehicle
& Operator Services Agency
Vehicle and Operator Services Agency (VOSA) is an executive agency of the
Department for Transport formed in April 2003 from the merger of the Vehicle
Inspectorate (VI) and the Traffic Area Network (TAN). VOSA’s aim is
to contribute to the management of road safety by promoting and enforcing
compliance with commercial operator licensing requirements. VOSA provides
Heavy Goods Vehicle (HGV) testing and bus regulation services to drivers of
commercial and public vehicles. It also approves authorised examiners for
MOT testing centres delivering services directly to the public. In addition
the Agency enforces operator licensing for commercial and public vehicles,
provides educational and advisory services to drivers, supports independent
Traffic Commissioners and plays a role in accident investigation through its
Vehicle Safety Branch. VOSA operates from 23 area offices, 90 test centres
for HGVs and a number of headquarter offices including Bristol and Swansea.

National Assembly for Wales consists of 60 Assembly Members elected every
four years. Forty of these are elected in constituencies using the first-past-the-post
system; the other 20 are elected to represent the five regions of Wales. The
Assembly is a devolved body that decides on its priorities and allocates the
funds made available to it by the UK Government. Powers devolved to the Assembly
include health, education, economic development, planning and culture. Within
its powers, the Assembly develops policy and passes legislation affecting
the people of Wales.

Health Supplies
Welsh Health Supplies (WHS) is part of the National Health Service within
Wales and is a public sector not for profit making procurement organisation.
It is part of the Bro Morgannwg NHS Trust. Its basic function is to provide
a cost effective contracting service to NHS Wales through the establishment
of value for money contracts for a range of commonly used products and services
such as syringes, bandages, foodstuffs and drugs. In addition, it undertakes
a range of specific procurement projects in support of the Welsh Assembly
Government. Its other main function is the distribution of a range of consumable
products to hospitals and health locations across the Principality. WHS in
its current form emanated from an internal NHS Wales market test conducted
in 1996 with WHS winning the market test exercise with an in-house bid.
