Eddie
is BiP Solutions' Senior Procurement Consultant.
Working alongside the Client Services team, he frequently
assists public sector organisations with clarification
and interpretation of EU Directives and a wide variety
of legislative issues. Eddie is lead consultant
on BiP's PASS Mark Health Check, an evaluation technique
that helps identify how organisations in both the
public and private sectors can develop more effective
processes in respect of all aspects of public sector
contracting. A member of the International Purchasing
and Supply Education and Research Association (IPSERA).
Eddie is also the senior adviser on BiP's unique
Tender Support Helpline team, which provides advice
on contracting matters to hundreds of clients. For
the last 13 years Eddie has lectured regularly on
procurement policy and processes at conferences
and events, both on behalf of BiP and for a variety
of other organisations, including the Society of
Procurement Officers in Local Government (SOPO)
and the Institute of Directors. He also provides
in-house training on the tendering process ––
law and practice –– to personnel in
both the public and private sectors, including several
multinational organisations. |

Jo joined the Scottish Government in 2002 after
several years’ experience as a buyer in the
private sector. Since joining the Government, she
has worked in procurement policy and best practice
including competitive supply base issues, aimed
at encouraging a wide and high-quality supplier
base through which the public sector can achieve
best value in procurement. Jo has also managed the
Community Benefits in Procurement Programme, which
has involved piloting the methodology for including
targeted recruitment and training opportunities
in public sector contracts, providing an opportunity
to test, in a practical context, what impacts particular
procurement approaches have in terms of community
benefit. |

Gary
graduated from Paisley College of Technology
in 1991, having studied Business Economics. His
first post after graduating was Commercial Manager
within Associated Steel Distributors (largest
independent steel stockholders in the UK). He
then moved to Exabyte (a US based hi tech inward
investment company) as Procurement Supervisor
responsible for materials in manufacturing, service
and external subcontract services for Europe,
the Middle East and Africa. During this time
he studied at Strathclyde Business School gaining
a Masters Degree in Procurement Management in
2001. He was then recruited by Compaq (now Hp)
to transfer their European Business Solutions
Materials function from Nijmegen to Inchinnan.
In 2003 he commenced work as Corporate Procurement
Manager for Renfrewshire Council, developing
and implementing the Council's procurement strategy.
Gary is currently seconded to the Scottish Executive
to assist in the planning for the implementation
of the McClelland Report. |
