CHAIRMAN: Duncan Eaton
Senior Advisor, Associate Parliamentary Health Group
Duncan Eaton Duncan was a Non-Executive Director of BiP Solutions from 2006 to 2009. He has over 40 years’ experience in public sector and civil service management and procurement, operating at chief executive level for 16 of those years. He established and was CEO of the NHS Purchasing and Supply Agency (NHS PASA) between 2000 and 2006. He is a past President of the Chartered Institute of Purchasing and Supply (CIPS) and the Health Care Supply Association, and is a recipient of lifetime achievement awards from both Government Opportunities (GO) magazine and the Health Care Supply Association. He also received the Swinbank Medal from CIPS. Duncan is a Non-Executive Director of several health care-related companies and has been a member of two OGC Procurement Capability Review teams. He is also the Special Advisor to an All Party Parliamentary Health Group.
CHAIRMAN: Neil Argyle
Former Director, NHS Purchasing and Supply Agency
Duncan Eaton Neil has recently retired after a career spanning over 40 years in procurement, 31 of which were in the health care sector. After working in the Trent and Oxford regions he became Divisional Supplies Manager in North West Thames in 1983, providing a procurement and logistics service to hospitals in Bedfordshire and Hertfordshire. In 1991 the Division merged into East Anglia Regional Health Authority and he was appointed Director of Purchasing. Shortly afterwards, NHS Supplies was formed and Neil became National Purchasing Executive for the medical category. When NHS Supplies was disbanded and the NHS Purchasing and Supply Agency came into existence in 2000, Neil was appointed Director of Policy and Performance. His responsibilities included business planning, supplier relationships and communications, legal and procedural issues, the environment and emergency planning. In 2005 he was appointed Director of Pharmaceuticals, a position he held until taking retirement at the end of 2006.
Caroline Carter-Smith MCIPS
Acting Head of Customer Relations, NHS CPC
Duncan Eaton

Caroline is the NHS Commercial Procurement Collaborative (NHS CPC)’s Acting Head of Customer Relations. She joined the South Yorkshire Supply Management Confederation (now NHS CPC) in March 2006. Caroline’s role was to deliver the partnership agreement between Yorkshire Forward and the Yorkshire and the Humber Strategic Health Authority entitled “Growing the Region’s Businesses with NHS Investment”. The project’s aim was to facilitate the re-direction of 1% of non-pay NHS spend back into the region’s economy, with a focus on working with SMEs The project, which ended in March 2011, was successful with final figures demonstrating that the spend with regional suppliers by Trusts in Yorkshire and Humber had increased by 7.88%. Prior to joining NHS CPC, Caroline worked for six years in Supplies at the Rotherham NHS Foundation Trust. Her final position at Rotherham was that of Assistant Supplies Manager (Capital and Projects). Before joining the NHS Caroline worked in procurement in the private sector.

Fiona Chew
Deputy Director, Strategic Sourcing, Healthcare Trust Europe
Duncan Eaton Fiona is Deputy Director for Strategic Sourcing at Healthcare Purchasing Consortium widely acknowledged as one of the country’s leading collaborative procurement hubs based in the West Midlands. With 14 years’ experience, Fiona has previously worked in a number of NHS procurement environments including an acute trust, PCT, and supply management confederation. In her current role, Fiona has overall responsibility for delivery of the challenging financial savings targets of the medical, corporate and pharmacy category teams.
Bob Dredge
Senior Fellow, School of Public Policy, Keele University
Duncan Eaton Bob is a Senior Fellow in Financial Management at Keele University and also has his own consulting firm. From 2001 to 2004 he was the Programme Manager for Financial Reforms at the Department of Health, where he led the team responsible for the initial design and implementation of Payment by Results. Bob has also worked as a Finance Director in the NHS and as an advisor to the House of Commons Select Committee on Health and to the Welsh Assembly Government. He has worked with the private health care sector, pharmaceutical and medi-tech suppliers on the design and implementation of reimbursement policies. In addition, Bob works for the World Bank on health sector reforms in the Balkans and Central Asia and is a non-executive to the Heart of Birmingham PCT.
Helen MacCarthy
Senior Sector Director for Health, Government Procurement Service
Duncan Eaton Helen has worked in purchasing and supply roles in the Department of Health and NHS since 1987, covering both clinical and non-clinical markets. From May 2005 she held the post of Procurement Director for national category management in the NHS Purchasing and Supply Agency (NHS PASA). Her team was responsible for developing and implementing procurement strategies for managing markets as diverse as energy, fleet, professional and outsourced services, national audit of agency staffing, estates and emergency preparedness. Helen also led NHS PASA’s contribution to Transforming Government Procurement and Operational Efficiency Programme activity across health. Most recently, Helen was responsible for the transition of these non-clinical categories (c£1.6bn spend) and associated staff into Buying Solutions in October 2009. She is now leading the work within Buying Solutions to ensure that the benefits of the merger of the two largest public sector buying organisations can be realised.
Kevin Pritchard
Managing Director of Squadron Medical Ltd
Former Director of Strategic Sourcing, NHS Shared Business Services
Duncan Eaton Kevin is Director of Strategic Sourcing in the Commercial Procurement Solutions division of NHS Shared Business Services (SBS). Prior to joining the NHS SBS team, Kevin established a forerunner of commissioning support functions as the Director of the Commissioning Business Service, an ISO-accredited and award-winning provider of commissioning services to SHAs, PCTs and practices. His other NHS roles have included Director of Procurement at the NHS North West Collaborative Procurement Hub and serving as first Chair of the NHS National Procurement Enablement Strategy Group. Kevin is a CIPS-qualified supply chain executive with a background of operational management in a range of industries and sectors including gas, construction, automotive and global manufacturing.
Andrew Rudd
PASS Consultant and Former Chief Operating Officer, NHS Purchasing and Supply Agency
Duncan Eaton Andrew was the Chief Operating Officer for the NHS Purchasing and Supply Agency (NHS PASA), part of the Department of Health. NHS PASA was responsible for purchasing and supply strategy for the NHS in England and also managed national contracts covering £3.2bn of the NHS’s £20bn total of non-pay expenditure. Andrew has 25 years’ NHS purchasing experience at local, regional and national level. At PASA, he was also the Director responsible for eProcurement, sourcing and data analysis and programme and uptake management. His wider corporate responsibilities included performance, quality and information. Andrew has a Masters Degree from the University of Birmingham and is a member of both the Chartered Institute of Purchasing and Supply and the Chartered Institute of Marketing.
John Wallace
Procurement Director, NHS Commercial Procurement Collaborative
John WallaceJohn joined the NHS five years ago having spent most of his career in the food and drinks industry. He began his career as a laboratory assistant before becoming a qualified Master Brewer. Having spent ten years in brewing production, John moved on to various procurement roles in the industry before joining NHS re:source in November 2006. John joined NHS Commercial Procurement Collaborative (NHS CPC) in January 2010 and is responsible for delivering procurement projects across all stakeholder Trusts as well as developing best practice procurement processes, a world-class team of procurement professionals and collaboration on projects that reach across the NHS.
Simon Walsh
Head of Procurement and eCommerce,
Central Manchester University Hospitals NHS Foundation Trust
Duncan Eaton Simon is Head of Procurement and eCommerce at the Central Manchester University Hospitals NHS Foundation Trust. The Trust has a £650m turnover, including a total non-pay spend of £250m, and is among the largest and most complex organisations in the NHS. Simon leads a team that provides a unified procurement and eCommerce service, including sourcing, materials management, electronic catalogue-based ordering and invoice payments. In 2009, Simon became Chairman of the Purchasing Board of the North East Patches Oracle Group. Simon has held a number of positions in both regional and locally based NHS Procurement across his 23 year career – all spent in the NHS.
