| Gareth Jones |
|
Gareth has worked
in the procurement field since 1971.
The greater part of his career has been
spent in the public sector, initially
with
the National Coal Board and thereafter 22 years in healthcare
purchasing. He began as a Higher Clerical
Officer in Bedford Healthcare and left
for the Department of Transport, having
risen to
the post of Director of Central Procurement for Health and
Personal
Social Services in Northern Ireland. Throughout his health
sector
career Gareth was involved in strategic contractual tasks
and duties at regional and
national levels. In 1992 he moved to the Department of Transport
and undertook
major change programmes and detailed contractual work, most
notably in relation to
privatisations and outsourcing contracts in service provision.
In 1997 the Department
of Transport became a constituent part of the Department
of Environment, Transport
and the Regions and Gareth became its first Head of Procurement.
He is a noted
change manager with highly respected motivational, training
and teaching skills. A
strong academic and publishing background has reinforced
these activities. |
| Digby Barker |
|
Drawing on his extensive background
in defence, including posts in the UK Ministry of Defence
HQ, Digby is now working as a business consultant helping
companies to win and profit from defence business. His experience
includes defence research, decision analysis, balance of investment studies
and defence policy as well as the management of major equipment programmes
in the Defence Procurement Agency, where he helped to put the principles
of Smart Acquisition into practice. He has also had first-hand experience
of large international programmes and of working with NATO and in HM Treasury.
All this has given him a broad understanding of defence issues and, crucially,
of the perspectives of the people behind them, which he brings to bear
in advising his clients. Since leaving the MoD in March 2000 Digby has
assisted companies of all sizes to assess the opportunities in the defence
sector; win new business; perform existing contracts; and improve overall
business efficiency. He has also been engaged to advise the MoD on aspects
of the management of its Corporate Research Programme. |
| Eddie Regan |
Eddie is BiP Solutions' Senior Procurement Consultant and
frequently
assists public sector organisations with clarification and
interpretation of EU Directives and a wide variety of legislative
issues. Eddie is also lead consultant on BiP's PASS Mark
Health Check,
an evaluation technique that helps identify how organisations
in
both the public and private sectors can develop more effective
processes in respect of all aspects of public sector contracting,
including the tendering process. Eddie also provides in-house
training on the
tendering process – law and practice – to personnel
in both the public and private
sectors, including several multinational organisations. |
| Michael
Lennox |
|
Michael is Client Services Manager at BiP Solutions. He was
involved in the roll-out and training of Project Online to
over 2000 MoD buyers and has trained over 200 local trainers
within various parts of the MoD. Michael has previous experience
running a customer relations centre for Jaguar Cars UK (under
Ford Motor Company), and also worked as a Revenue Officer
in the Inland Revenue. |
| Gillian Cameron |
|
Gillian is
the Client Services Director for BIP Ltd covering the sales,
support and development of the Delta-ets range of e-tendering
products. Gillian has worked for BIP since 1986 where she
has been involved in several significant projects such
as:
- Setting up of the publication the
Market Testing Bulletin for the Cabinet Office, though
to its evolution into Government Opportunities.
- Co-ordinating
the support of varios e-tendering projects for NHS
Purchasing and
Supply Agency (PASA)
- Welsh Procurement Imitative
Team (WPIT)
- JPPSG (now known as Proc-HE)
for the higher Education sector.
- Overseeing the
training and implementation for the NHS Purchasing & Supply
Agency's roll out of Project e-notice service
and latterly the NHS-sid online supplier database
