The aim of this training module is to provide those personnel who are new to procurement, or who require a refresher, to gain a clearer understanding of the public sector market. In particular, this module provides an overview of the EU Public Contract Regulations 2004/18/EC and the subsequent UK and Scottish Statutory Instruments.

Part Two of 'A Beginners Guide' takes a more detailed look at the Negotiated and Competitive Dialogue Procedures. The module also looks in a little more depth at Framework Agreements, Dynamic Purchasing Systems and Electronic Auctions.
