DE&S Joint & Battlefield Trainers, Simulators & Synthetic Environments Project Team

Joint & Battlefield Trainers, Simulations & Synthetic Environments Project Team (JBTSE Team) is an Abbey Wood based through-life project team responsible for the acquisition and in-service support of training systems in the Land Environment. It is part of the Director Land Equipment (DLE) Operating Centre within Defence Equipment and Support.

The JBTSE TL is responsible to DLE for the delivery of the JBTSE outputs and directly supports DLE in its mission to “provide ‘through-life’ equipment solutions in order to equip and support current and future operations”. JBTSE is the focal point within DLE for the training DLOD (Defence Lines of Development); providing advice, procurement action and in-service support when required as well as acting as an integration authority for the inclusion of new platforms into the collective training environments.

The JBTSE main contractors are: Lockheed Martin STS, SAAB Training Systems, Cubic Defense Applications, Meggitt, Raytheon and QinetiQ. We also work with a number of SMEs.

D&ES Air Commodities (AC) Team

The Air Commodities Team was formed in June 2008 when the Air Support Integrated Project Team (IPT) and the Avionics element of the Avionics and Electronic Warfare IPT were combined. The Team forms part of Director Air Support’s organisation.

Air Commodities is a tri-Service organisation which supports the front line through the acquisition of a wide range of Ground Support Equipment, Airfield vehicles and Avionics consumables and repairable items, together with through-life support arrangements. 

As part of the Performance, Agility, Confidence & Efficiency (PACE) business improvement programme, the Team is currently in the process of relocating from RAF Wyton to Abbey Wood. This will be achieved in four phases, and is due to be completed by March 2011.

D&ES PTG Technology Demonstrator Management Team

PTG Technology Demonstrator Management Team is responsible for the management of the science | innovation | technology (SIT) Demonstrator Programme. The Team principally assists Delivery/Project teams with the delivery of Technology Demonstrator Programmes (TDPs) that mature technologies form Technology Readiness Level (TRL) 3/4 to TRL 5/6 with a view to exploiting these technologies through an EP-funded programme.

Demonstration Programme Objectives

Based on SIT and DE&S requirements the objectives of the Demonstration Programme are:

a) To demonstrate new technology for exploitation into DE&S through-life programmes with particular reference to system engineering drivers, the supply chain and the timing/alignment of the research with IPT roadmaps.
b) To demonstrate and exploit agility and responsiveness.
c) To derive more value for money.
d) To build strong links from the Ideas and Growth Programmes through close working relations with SIT and DTIC and the use of Technology Working Groups.

DE&S Ships Destroyers Team is Responsible for the acquisition and through life support of the T45 Destroyers.

DE&S Chemical, Biological, Radiological & Nuclear (CBRN Delivery) Team

The CBRN Delivery Team is at the heart of joined-up, agile and efficient provision and maintenance of CBRN defence capability to the front line. It provides a one-stop Centre of Excellence for through-life CBRN capability management. This is achieved by a team of over 40 specialist staff, including Programme and Project Managers; Technical, Finance and Commercial staff; as well as In-Service Support and Integrated Logistics Support Teams; and Requirements and Change Managers. We also frequently host graduate students in the Commercial & Project areas.

The Delivery Team works to the Head of Capability, whose role is to represent and champion CBRN issues and requirements across all other Head of Capability areas. The capability required embraces the spectrum from Detection, Identification and Monitoring, Individual Protective Equipment and Collective Protection across to Decontamination of personnel and large equipment items.

The Delivery Team will always have a dozen or more live acquisition projects ranging in value from a few £M to over £100M and will have many more projects managed by specialists who cater for all aspects of in-Service support, including stock levels, repairs and the logistic chain to the front line.

D&ES Medical & General Supplies (M&GS) Project Team

D&ES Medical & General Supplies (M&GS) Project Team

The Medical and General Supplies Team provides a centre of excellence for the provision and support of general supplies (a diverse range of requirements from fasteners, bearings, flags and ropes to electrical components), medical, dental and veterinary material and equipment. The Medical and General Supplies Team procures and commodity manages over 25,000 line items of general supplies for the Armed Forces and 40,000 medical items (of which 30,000 are provided through an eCatalogue) including consumables (eg bandages and scalpels) and pharmaceuticals. In addition, the team has responsibility for the procurement and through life support management of some 800 items of medical equipment ranging from CT Scanners and Digital X-ray machines to fluid warmers and ventilators. The team includes some specialist responsibilities such as the provision of all blood-related products for defence and Medical Countermeasures.

D&ES Capital Ships

The Capital Ships Team exists to put the Royal Navy’s capital warships to sea and keep them there fit to fight.

Formed on 21 April 2008 through the merger of the Future Carrier and Major Warships Teams, the Capital Ships Team has specific responsibility for managing the procurement of the Queen Elizabeth Class aircraft carriers, HMS Queen Elizabeth and Prince Of Wales, and identifying and contracting for their through-life support solution, to time, within budget and to the requirement. Together with the embarked Joint Tailored Air Group (JTAG), the Queen Elizabeth Class will provide a secure, highly mobile, well-found operating base capable of delivering high-tempo Offensive Air Power to expeditionary operations as a cornerstone of future combat capability.

The team is also responsible for directing the through-life engineering support, upkeep and capability upgrade of the In-Service Carriers (CVS) class (HMS Illustrious, HMS Invincible and HMS Ark Royal), the Landing Platform Dock (LPD) class (HMS Albion and HMS Bulwark plus associated landing craft), the Landing Platform Helicopter (LPH) class (HMS Ocean plus Landing Craft Vehicle Personnel craft) and the remaining eight Type 42 class destroyers (HMS York, HMS Nottingham, HMS Liverpool, HMS Gloucester, HMS Manchester, HMS Exeter, HMS Edinburgh and HMS Southampton).

The Capital Ships Team will manage the procurement of the Fast Landing Craft (FLC), currently in the Concept Phase. This capability will enable surface assault from over the horizon, thereby reducing Capital Platform vulnerability and optimising the achievement of operational and tactical surprise.

The Defence General Munitions (DGM) Project Team is responsible for the through-life management of general munitions in support of all three Services.

Mission: To provide general munitions support for operations, both now and in the future.

Vision: To be a dynamic and professional team dedicated to supporting operations.

The DGM Project Team is based in Ensleigh, Bath, and sits within the Weapons Operating Centre of Defence Equipment and Support (DE&S). There are roughly 140 people in the team (military and civilian staff), comprising Ordnance, Munitions and Explosives (OME) experts, project managers, specialist stock/capability managers, business, commercial and finance staff. The DGM Project Team manages the majority of the Defence General Munitions Stockpile, with a budget of more than £800 million per year. Support to current, and enabling future operations is our highest priority.

The Defence Clothing Team (DC) is part of the Commodities Cluster within the Joint Support Chain area of Defence Equipment and Support (DE&S). DC is responsible for the development, acquisition, through-life management and disposal of both operational and non-operational clothing (excluding flying clothing and associated personal equipment).

DE&S Light Weapons, Photography & Batteries (LWPB)

Light Weapons, Photography & Batteries (LWPB) is a DE&S through-life Project Team that is part of the Director of Land Equipment (D LE) Operating Centre. The team is responsible for current and future procurement and through-life support and sustainability for Light Weapons (LW) from pistols through assault rifles, sniper rifles, shotguns and machine guns to grenade launchers and mortars; photographic equipment from point and shoot patrol cameras to professional specification models for service media purposes and including professional printing stations; and batteries for a wide range of defence applications, including standard chemistries, lithium variants and specialist defence batteries for all land, naval and air platforms. The team works with the Tri-Services to help them to meet their Operational and Peacetime requirements. LWPB currently supports a wide range of in-service equipments as well as delivering Urgent Operational Requirements in short timeframes.
