Howard is Procurement Director at East of England Collaborative Procurement Hub. During a 30-year career with Marks and Spencer as a senior executive he was seconded to the Cabinet Office (1997-99) where he led a review of procurement in the NHS (published November 1998). Howard is a Non Executive Director of Papworth Hospital, where he Chairs the Audit Committee, and a Councillor at Uttlesford District Council, where he Chairs the Performance Select Committee and the Local Strategic Partnership (Uttlesford Futures). Prior to becoming Procurement Director Howard was Deputy Chair of the Supervisory Board of the Hub. |

| Chief Executive for NHS Collaborative Procurement Hub | ||
David has over 30 years’ experience of public and private sector procurement. He has led the east of England NHS collaborative procurement agenda since joining the NHS in early 2004, becoming the Chief Executive of the regions Collaborative Procurement Hub on its inception in April 2007, with responsibility for developing the new organisation, realising the significant benefits that collaboration offers, and obtaining ongoing support from a large number of disparate stakeholders. The NHS is not his first exposure to the public sector as he began his career in local government working for a number of purchasing consortia including the Eastern Shires Purchasing Organisation immediately prior to entering the private sector. |
